BIR Introduces One-Time Tax Abatement Program for Qualified Micro Taxpayers

The Bureau of Internal Revenue (BIR) has introduced a new opportunity for qualified micro taxpayers to settle unresolved tax obligations through Revenue Regulations No. 4-2026. The initiative is designed to help eligible taxpayers clear outstanding tax issues, update their records, and return to full tax compliance without carrying the burden of accumulated penalties.
For many small business owners, freelancers, and self-employed individuals, missed tax filings or unpaid obligations often grow into larger problems over time. This new program gives qualified taxpayers a chance to address these concerns through a simplified process.

What is the One-Time Tax Abatement Program?

Revenue Regulations No. 4-2026 establishes the guidelines for a one-time abatement of taxes and penalties for qualified micro taxpayers with delinquent accounts, pending tax assessments, or open stop-filer cases. The program aims to encourage voluntary compliance while helping taxpayers move forward with a clean tax record.
Applications for the program will be accepted until December 31, 2026.

Who Can Qualify?

The program is intended for micro taxpayers who meet specific eligibility requirements, including:

  • Annual gross sales not exceeding ₱3,000,000
  • Total covered basic tax liabilities and/or penalties not exceeding ₱80,000 for a taxable year
  • Delinquent tax accounts, pending assessments, or open stop-filer cases covered by the regulation

Qualified applicants must submit their application to the Revenue District Office (RDO) that has jurisdiction over their registration.

How Does the Process Work?

Taxpayers who qualify must file an application with their respective RDO and pay a one-time abatement fee of ₱5,000 for every approved application.
Once all requirements have been satisfied, the BIR will issue a Certificate of Availment, confirming that the taxpayer has successfully availed of the program and that the covered tax case has been officially closed.

Why This Matters for Small Businesses

Small businesses often face financial and administrative challenges that make tax compliance difficult, especially during periods of low business activity or business closure without proper deregistration.

The One-Time Tax Abatement Program provides an opportunity to:

  • Resolve long-standing tax concerns
  • Close open stop-filer cases
  • Reduce the burden of accumulated penalties
  • Restore tax compliance
  • Start fresh with updated BIR records

For many entrepreneurs, this initiative can make it easier to focus on growing their business instead of worrying about unresolved tax obligations.
